Who will render - That is, who will make retribution as a righteous Judge; or who will give to every man as he deserves.

To every man - To each one. This is a general principle, and it is clear that in this respect God would deal with the Jew as he does with the Gentile. This general principle the apostle is establishing, that he may bring it to bear on the Jew, and to show that he cannot escape simply because he is a Jew.

According to his deeds - That is, as he deserves; or God will be just, and will treat every man as he ought to be treated, or according to his character. The word “deeds” ( ἔργα erga)is sometimes applied to the external conduct. But it is plain that this is not its meaning here. It denotes everything connected with conduct, including the acts of the mind, the motives, the principles, as well as the mere external act. Our word character more aptly expresses it than any single word. It is not true that God will treat people according to their external conduct: but the whole language of the Bible implies that he will judge people according to the whole of their conduct, including their thoughts, and principles, and motives; that is, as they deserve. The doctrine of this place is abundantly taught elsewhere in the Bible, Proverbs 24:12; Matthew 16:27; Revelation 20:12; Jeremiah 32:19. It is to be observed here that the apostle does not say that people will be rewarded for their deeds, (compare Luke 17:10,) but according to κατά katatheir deeds. Christians will be saved on account of the merits of the Lord Jesus Christ, Titus 3:5, but still the rewards of heaven will be according to their works; that is, they who have labored most, and been most faithful, shall receive the highest reward, or their fidelity in their Master‘s service shall be the measure or rule according to which the rewards of heaven shall be distributed, Matthew 25:14-29. Thus, the ground or reason why they are saved shall be the merits of the Lord Jesus. The measure of their happiness shall be according to their character and deeds. On what principle God will distribute his rewards the apostle proceeds immediately to state.

The Jews thought themselves a holy people, entitled to their privileges by right, while they were unthankful, rebellious, and unrighteous. But all who act thus, of every nation, age, and description, must be reminded that the judgment of God will be according to their real character. The case is so plain, that we may appeal to the sinner's own thoughts. In every wilful sin, there is contempt of the goodness of God. And though the branches of man's disobedience are very various, all spring from the same root. But in true repentance, there must be hatred of former sinfulness, from a change wrought in the state of the mind, which disposes it to choose the good and to refuse the evil. It shows also a sense of inward wretchedness. Such is the great change wrought in repentance, it is conversion, and is needed by every human being. The ruin of sinners is their walking after a hard and impenitent heart. Their sinful doings are expressed by the strong words, "treasuring up wrath." In the description of the just man, notice the full demand of the law. It demands that the motives shall be pure, and rejects all actions from earthly ambition or ends. In the description of the unrighteous, contention is held forth as the principle of all evil. The human will is in a state of enmity against God. Even Gentiles, who had not the written law, had that within, which directed them what to do by the light of nature. Conscience is a witness, and first or last will bear witness. As they nature. Conscience is a witness, and first or last will bear witness. As they kept or broke these natural laws and dictates, their consciences either acquitted or condemned them. Nothing speaks more terror to sinners, and more comfort to saints, than that Christ shall be the Judge. Secret services shall be rewarded, secret sins shall be then punished, and brought to light.

Let us consider what the Bible teaches further concerning the ungodly and unrepentant, whom the Universalist places in heaven as holy, happy angels. GC 540.1

“I will give unto him that is athirst of the fountain of the water of life freely.” Revelation 21:6. This promise is only to those that thirst. None but those who feel their need of the water of life, and seek it at the loss of all things else, will be supplied. “He that overcometh shall inherit all things; and I will be his God, and he shall be My son.” Verse 7. Here, also, conditions are specified. In order to inherit all things, we must resist and overcome sin. GC 540.2

The Lord declares by the prophet Isaiah: “Say ye to the righteous, that it shall be well with him.” “Woe unto the wicked! it shall be ill with him: for the reward of his hands shall be given him.” Isaiah 3:10, 11. “Though a sinner do evil an hundred times,” says the wise man, “and his days be prolonged, yet surely I know that it shall be well with them that fear God, which fear before Him: but it shall not be well with the wicked.” Ecclesiastes 8:12, 13. And Paul testifies that the sinner is treasuring up unto himself “wrath against the day of wrath and revelation of the righteous judgment of God; who will render to every man according to his deeds;” “tribulation and anguish upon every soul of man that doeth evil.” Romans 2:5, 6, 9. GC 540.3

In the last great day we shall be judged in accordance with what we have done. Christ will say, “I was an hungred, and ye gave me no meat: I was thirsty, and ye gave me no drink: I was a stranger, and ye took me not in: naked, and ye clothed me not: sick, and in prison, and ye visited me not. Then shall they also answer him, saying, Lord, when saw we thee an hungred, or athirst, or a stranger, or naked, or sick, or in prison, and did not minister unto thee?” (Matthew 25:42-44). Christ will then say, “Inasmuch as ye did it not to one of the least of these, ye did it not to me” (Verse 45). And Christ will say, “Depart from me, ye cursed, into everlasting fire, prepared for the devil and his angels” (Verse 41). UL 374.4

The words of Christ startled the high priest. The thought that there was to be a resurrection of the dead, when all would stand at the bar of God, to be rewarded according to their works, was a thought of terror to Caiaphas. He did not wish to believe that in future he would receive sentence according to his works. There rushed before his mind as a panorama the scenes of the final judgment. For a moment he saw the fearful spectacle of the graves giving up their dead, with the secrets he had hoped were forever hidden. For a moment he felt as if standing before the eternal Judge, whose eye, which sees all things, was reading his soul, bringing to light mysteries supposed to be hidden with the dead. DA 708.1

The scene passed from the priest's vision. Christ's words cut him, the Sadducee, to the quick. Caiaphas had denied the doctrine of the resurrection, the judgment, and a future life. Now he was maddened by satanic fury. Was this man, a prisoner before him, to assail his most cherished theories? Rending his robe, that the people might see his pretended horror, he demanded that without further preliminaries the prisoner be condemned for blasphemy. “What further need have we of witnesses?” he said; “behold, now ye have heard His blasphemy. What think ye?” And they all condemned Him. DA 708.2

Conviction mingled with passion led Caiaphas to do as he did. He was furious with himself for believing Christ's words, and instead of rending his heart under a deep sense of truth, and confessing that Jesus was the Messiah, he rent his priestly robes in determined resistance. This act was deeply significant. Little did Caiaphas realize its meaning. In this act, done to influence the judges and secure Christ's condemnation, the high priest had condemned himself. By the law of God he was disqualified for the priesthood. He had pronounced upon himself the death sentence. DA 708.3

While Satan was rallying his army, the saints were in the city, beholding the beauty and glory of the Paradise of God. Jesus was at their head, leading them. All at once the lovely Saviour was gone from our company; but soon we heard His lovely voice, saying, “Come, ye blessed of My Father, inherit the kingdom prepared for you from the foundation of the world.” We gathered about Jesus, and just as He closed the gates of the city, the curse was pronounced upon the wicked. The gates were shut. Then the saints used their wings and mounted to the top of the wall of the city. Jesus was also with them; His crown looked brilliant and glorious. It was a crown within a crown, seven in number. The crowns of the saints were of the most pure gold, decked with stars. Their faces shone with glory, for they were in the express image of Jesus; and as they arose and moved all together to the top of the city, I was enraptured with the sight. EW 53.1

Then the wicked saw what they had lost; and fire was breathed from God upon them and consumed them. This was the execution of the judgment. The wicked then received according as the saints, in unison with Jesus, had meted out to them during the one thousand years. The same fire from God that consumed the wicked purified the whole earth. The broken, ragged mountains melted with fervent heat, the atmosphere also, and all the stubble was consumed. Then our inheritance opened before us, glorious and beautiful, and we inherited the whole earth made new. We all shouted with a loud voice, “Glory; Alleluia!” EW 54.1
