These verses form the superscription or address of the letter (Ezra 4:11 , etc.) sent to Artaxerxes.
The Dinaites were probably colonists from Dayan, a country often mentioned in the Assyrian inscriptions as bordering on Cilicia and Cappadocia. No satisfactory explanation can be given of the name Apharsathchites (see Ezra 5:6 note). The Tarpelites were colonists from the nation which the Assyrians called Tuplai, the Greeks “Tibareni,” and the Hebrews generally “Tubal.” (It is characteristic of the later Hebrew language to insert the letter “r” (resh) before labials. Compare Darmesek for Dammesek, 2 Chronicles 28:23 margin). The Apharsites were probably “the Persians;” the Archevites, natives of Erech (Warka) Genesis 10:10 ; the Susanchites, colonists from Shushan or Susa; the Dehavites, colonists from the Persian tribe of the Dai; and the Elamites, colonists from Elam or Elymais, the country of which Susa was the capital.

A snapper was perhaps the official employed by Esar-haddon Ezra 4:2 to settle the colonists in their new country.
On this side the river - literally, “beyond the river,” a phrase used of Palestine by Ezra, Nehemiah, and in the Book of Kings, as designating the region west of the Euphrates.
And at such a time - Rather, “and so forth.” The phrase is vague, nearly equivalent to the modern use of et cetaera. It recurs in marginal references.

It is an old slander, that the prosperity of the church would be hurtful to kings and princes. Nothing can be more false, for true godliness teaches us to honour and obey our sovereign. But where the command of God requires one thing and the law of the land another, we must obey God rather than man, and patiently submit to the consequences. All who love the gospel should avoid all appearance of evil, lest they should encourage the adversaries of the church. The world is ever ready to believe any accusation against the people of God, and refuses to listen to them. The king suffered himself to be imposed upon by these frauds and falsehoods. Princes see and hear with other men's eyes and ears, and judge things as represented to them, which are often done falsely. But God's judgment is just; he sees things as they are.

9. The Dinaites. The word thus translated, taken by the older translators as one representing a people, appears also in the Elephantine papyri, where its primary meaning is “judge” or “magistrate.” It is so translated in the .
The Apharsathchites . This word, found again in 6:6 , is taken by most modern commentators as the Aramaic or Persian term designating a certain class of officers, although an exact equivalent aside from these two instances is unknown. The same is true of the “Tarpelites.”
The Apharsites. This word either designates an unknown class of officers or should be vocalized (see I, 25, 26) in Hebrew so as to read “Persians” ().
Archevites. People from the city of Erech (see on Gen. 10:10 Warka , in southern Mesopotamia.
Dehavites. The word thus translated, formerly thought to designate a people, should be vocalized so as to mean “that is” (see I, 25, 26). The latter part of 9 then reads, “the men of Susa, that is, the Elamites” ().

This was a time of wonderful opportunity for the Jews. The highest agencies of heaven were working on the hearts of kings, and it was for the people of God to labor with the utmost activity to carry out the decree of Cyrus. They should have spared no effort to restore the temple and its services, and to re-establish themselves in their Judean homes. But in the day of God's power many proved unwilling. The opposition of their enemies was strong and determined, and gradually the builders lost heart. Some could not forget the scene at the laying of the cornerstone, when many had given expression to their lack of confidence in the enterprise. And as the Samaritans grew more bold, many of the Jews questioned whether, after all, the time had come to rebuild. The feeling soon became widespread. Many of the workmen, discouraged and disheartened, returned to their homes to take up the ordinary pursuits of life.

During the reign of Cambyses the work on the temple progressed slowly. And during the reign of the false Smerdis (called Artaxerxes in Ezra 4:7 ) the Samaritans induced the unscrupulous impostor to issue a decree forbidding the Jews to rebuild their temple and city.

For over a year the temple was neglected and well-nigh forsaken. The people dwelt in their homes and strove to attain temporal prosperity, but their situation was deplorable. Work as they might they did not prosper. The very elements of nature seemed to conspire against them. Because they had let the temple lie waste, the Lord sent upon their substance a wasting drought. God had bestowed upon them the fruits of field and garden, the corn and the wine and the oil, as a token of His favor; but because they had used these bountiful gifts so selfishly, the blessings were removed.
